Additional classificator for land procedures

According to normative requirements we need to have 1 more obligatory classificator for all land procedures (LRE, LSE, LSP)

Since there is no mapping between this classificator and any existing in procedures. For all exiting procedures it has to be added manually. As for new procedures - it should be add by organizator at the stage of auction creation
