Logic update while working with the transferAct in signingPeriod if the winner award is belong to the current tenant in legitimatePropertyLease-priorityEnglish procedure

Current situation:
transferAct is always required to upload while working with contract in signingPeriod for any type of winner

Future situation:

1. With the regular awards, as a winner, the logic should stay the same like it's describe in the Current situation
2. With the current tenant awards, as a winner, the logic should be as follows: in signingPeriod, the Organizer need to upload only contract, the transferAct shouldn't be required

P.S. Also we should make needed changes in requirements document of legitimatePropertyLease-priorityEnglish procedure
