Steps To Reproduce
1.Publish procedure
2.Publish and activate bid 1
3.Upload clarification document and patch any procedure field
4.Publish and activate bid 2
5.Wait finishing auction module and check procedure bids status

Expected results
Bid with inactive status should not be displayed in json

Actual results
Bid with inactive status displayed in json
