Add possibility to create auctions with short tenderPeriod

1. Add new field isPerishable (boolean, required) (legalName: Майно, що швидко псується)
2. Default value is false
3. The possibility to change value to true should be available only for selected classifiers (and nested): 1.1 03000000-1 – Сільськогосподарська, фермерська продукція, продукція рибальства, лісівництва та супутня продукція 1.2 15000000-8 – Продукти харчування, напої, тютюн та супутня продукція
4. If field value is true CDB generates tenderPeriod.endDate and auctionPeriod.startDate automatically. auctionPeriod.startDate - tenderPeriod.startDate == 1 full working day
5. If field value is true there is no rectificationPeriod (procedure owner can`t update field after publication, but there is possibility to upload new documents or update existing (logic is the same as after rectificationPeriod.endDate)
6. There should be no changes in procedure logic in case field value is false
