STR:
1.Publish BRE procedure
2.Publish and activate valid bid
3.Wait for tenderPeriod.endDate
4.TRY to upload clarification document
5.TRY to update bankAccounts

AR:
"Forbidden state - active_qualification. Cannot add procedure document in current state"
"Forbidden state - active_qualification. Cannot update procedure in current state"

ER:
There should be possibility to update bankAccounts till award.signingPeriod.endDate

@Vasyl.Skab please clarify do we need to upload clarification document in case if we want to change bankAccounts?
