CDB3-2447 Remove bids validation when auction send back data to procedure

now we validate bids when get data from auction _update_bid_data_from_auction

it causes blocking procedure to go to active_qualification state. Proposal is to change bids statuses to invalid or kind of that and do not block procedure processing (it goes to active_qualification or to unsuccessful)
