Incorrect error message for creating renewables procedure, with incorrect auctionPeriod.startDate.

After posting procedure with incorrect startDate, got message {"message": {"auctionPeriod": {"startDate": "Auction start date have to be not earlier than 2020-03-16 20:00:00.000000"}}}.

But actually procedure can be created with any time of 2020-03-16, also no info in spec about 20:00 for auction startDate.
