Implement API endpoint for broker diagnostics

We need to implement some kind of debug endpoint that will allow brokers to test service authentication without touching existing procedures.

• It would be good to also provide some kind of relevant diagnostics information to broker
• It would be good to provide JWT token that would prove that this broker var verified with the service successfully
