timber-english fields update

Could you please make the next changes:

1. remove models timber.Question and timber.Cancellation and instead them please reference base.models;
2. for field guarantee please reference base.value without any properties;
3. minNumberOfQualifiedBids should be 1 by default but edit possibility;
4. add readOnly to award.value, also add in description "автогенроване з біда";
5. rename timber.Item to timber-english.Item, timber.Contract to timber-english.Contract, timber.Award to timber-english.Award and timber.Bid to timber-english.Bid
