RCE/SUE/TIE Fix legacy error during procedure docs POST

Summary: error comes from renewables proc

STR:

1. Go to /api/procedures endpoint
2. Create procedures (RCE, SUE, TIE)
3. Make 2 bids, make active
4. Wait until auction finished (for dutch stop round)
5. Try to upload doc with type 'illustration' in active_awarded state of every proc

Expected result: seems like for now user can't upload any docs to procedure in this state (so error should be about that)
