CDB3-3428 Can not update decision while asset status is active_rectification

STR:

1. Create asset
2. Create announcement
3. Check asset's status - active_rectification
4. Try to patch decisions block of asset

ER:
add possibiity to patch decisions while asset's status - active_rectification
