Draft: Update renewables state machine. Add quantity validation on active tendering

  • Add TenderingMultiAwards base class and use it instead of Tendering state
  • Update renewables state machine with expecting TenderingMultiAwards on active tendering status
  • Update tests. Add tests for state machine
